Doing Business With The City

The purchasing of goods and services within the City of Jeffersonville are regulated by Indiana Code and local ordinance.

City Council Ordinance 2008-OR-022 establishes a purchase order system for the City of Jeffersonville, which requires that three or more quotes be obtained for non-emergency purchases of more than $1,000.

Indiana Code 5-22-7 requires a competitive bidding process for purchases of more than $75,000, however, Indiana Code 5-22-6 exempts the purchase of professional services -- such as work performed by accountants, architects, engineers and lawyers -- from the bidding process. Under state law, bids must be awarded to the lowest and most responsive bidder, regardless of whom the bidder is.

For day-to-day items, most purchasing decisions are made by individual department heads.

CURRENT REQUEST FOR PROPOSALS

The Falls Landing Mixed-Use development Project will transform approximately 8 acres of underutilized land into a vibrant, mixed-use space in historic downtown Jeffersonville, Indiana. The Jeffersonville Redevelopment Commission is seeking proposals for the best use and development of the area to include commercial, retail, residential with an arts and cultural component. Located in the historic downtown area, the land is connected to the Big Four Pedestrian Bridge and Park Plaza, which connects Jeffersonville to Louisville, Kentucky. The objective of the Falls Landing Mixed-Use Development Project is to transform vacant land into a vital, urban fabric of the city with a diverse range of retail and other commercial uses.

RFP Process:

  • Developers are permitted to respond as individual entities or as teams.
  • Developers are permitted to respond to a single site, subset of sites or the entire project.
  • Proposals are due May 29, 2013. This submission deadline will not be extended.
  • Developers are encouraged to review all public documentation in order to prepare their proposals.
  • Developers will be invited to make presentation at a public meeting.

Notice is hereby given, that the City of Jeffersonville, Clark County, Indiana, by and through its Mayor, hereinafter referred to as the Owner, will receive sealed bid packets for the Chestnut Street Streetscape Improvements Project.

Sealed bids must be received by the City of Jeffersonville, Jeffersonville City Hall – Office of Redevelopment, 500 Quartermaster Court, Jeffersonville, Indiana 47130, no later than 2:00 P.M. (Local Time) on March 20, 2013.  Bids received after such hour will be returned unopened.  Bids received prior to this time shall be opened and publicly read at the public meeting scheduled to take place on March 20, 2013 at 2:15 PM (Local Time) at the Jeffersonville City Hall – Mayor’s Conference Room (2nd Floor), 500 Quartermaster Court, Jeffersonville, Indiana 47130.  All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the City will provide such provisions as long as the request is made by March 18, 2013.

Bids may be mailed in or delivered in person during normal business hours to the office of the Owner: City Clerk, City of Jeffersonville, 500 Quartermaster Court, Suite 227, Jeffersonville, Indiana  47130 prior to the appropriate time indicated.  Bids received after that time will be returned unopened.  Bids to be placed in a sealed envelope and addressed to Attn: City Clerk, City of Jeffersonville, 500 Quartermaster Court, Suite 227, Jeffersonville, Indiana  47130.  Bids transmitted by facsimile will not be accepted.

Bids will be publicly opened and read aloud at 5:00 p.m. local time, Wednesday, April 17, 2013 in the Mayor’s Conference Room, Jeffersonville City Hall.
