In the winter having to deal with ice and snow is always a problem. Salt and sand are two traditional materials used in winter maintenance to combat snow and ice. Salt is used to melt snow and ice while sand is applied to provide traction for cars and pedestrians. When snow and ice melt, the water becomes stormwater runoff, which eventually ends up in local water bodies such as lakes and rivers. As the runoff moves over paved surfaces, it collects sand, salt, and other materials and deposits them into surface waters, causing adverse effects on the environment. To minimize your impact local water bodies you can use less salt or an alternative deicing material that is more environmentally friendly such as calcium magnesium acetate products.


 

STORMWATER MASTER PLAN for the City of Jeffersonville

In December of 2012 a new Stormwater Master Plan (SWMP) was finalized for the City of Jeffersonville. The plan was developed over 18 months by Christopher B. Burke Engineering, LLC (CBBEL) and Jacobi, Tombs and Lantz (JTL) working with City staff, the Jeffersonville Drainage Board (JDB) and citizens. This Stormwater Master Plan will succeed the former SWMP developed in 1997 and address new flooding, drainage, and water quality priorities within the City. The new SWMP addresses future drainage/stormwater capital improvement projects; responsibilities as a Municipal Separate Storm Sewer System (MS4) community; and stormwater related issues of a consent decree from the US EPA to address Combined Sewer Overflow (CSO) problems through a Long-Term Control Plan (LTCP).

A two-phased approach was used to develop the SWMP. Phase 1 collected information, data and observations from City staff, citizens, and stream studies to develop an overview of flooding, drainage and water quality issues City-wide. Phase 2 utilized the Phase 1 information to identify promising solutions to existing and anticipated future flooding, drainage and water quality issued. The outcome is a list of structural and non-structural recommendations for existing and anticipated future flooding, drainage and water quality problems, including capital improvement projects and stream studies. The prioritization of the recommended projects will be based on the number of properties impacted, the severity of property damage due to drainage problems or flooding, and project costs, among other factors. Implementation of the SWMP will be determined by the JDB at their regularly scheduled meetings on the first and third Tuesday of every month, 5:30 p.m. in the Mayor’s Conference Room, City Hall.

The City of Jeffersonville provides storm water management under the authority granted by Indiana Code 36-9-27.

Jeffersonville residents, excluding the Oak Park Conservancy District,  pay a monthly drainage fee of $3.50 to provide funds for drainage maintenance, capital improvements and implementation of the storm water management permit.  Non-residential properties are billed based on Residential Equivalency Units (ERU) of $3.50 per 2500 square feet of impervious surface (a surface which does not permit water to seep through to the soil, such as concrete, asphalt or a building).  The drainage fee is included on the sanitary sewer billing statement.

The Jeffersonville Drainage Board approves new development and redevelopment drainage plans and administers the Drainage Fees collected for capital improvement projects,  drainage system maintenance, and the NPDES Stormwater Permit Program.  The Board meets at 5:30 p.m. on the first and third Tuesday of each month in the Mayor’s Conference Room, City Hall, 500 Quartermaster Court.  Meetings are open to the public.

Storm water management is an administrative function of the City Engineer, governed by local ordinances for Drainage (2006-OR-20), Illicit Discharge Control (2004-OR-055), Construction Site Runoff Control (2010-OR-53), Post-construction Storm Water management (2005-OR-65), and Qualified Professional Certification (2006-OR-21 and 2010-OR-12).


NPDES Permit

The City of Jeffersonville Storm Water Program is responsible for implementing the National Pollutant Discharge Elimination System (NPDES) Phase II permit for Municipal Separate Storm Sewer Systems (MS4) under the  Indiana Administrative Code  327-IAC-15-13 (Rule 13) as required by the federal Clean Water Act. The permit’s primary purpose is to improve the quality of storm water runoff generated by the urban environment of the City.

The City’s first five-year permit term began in 2004 and is now in its second five-year term.  The Permit describes how the City will meet the requirements of Rule 13 and the Clean Water Act, through implementation of six Minimum Control Measures (MCMs), to improve the water quality of runoff that enters streams and the Ohio River from Jeffersonville.  The six MCMs are:

  • Public Education and Outreach;
  • Public Involvement and Participation;
  • Illicit Discharge Detection and Elimination (IDDE);
  • Construction Site Erosion Control;
  • Post-Construction Storm Water Management in Development and Redevelopment; and
  • Pollution Prevention and Good Housekeeping for Municipal Operations.

2012 Annual Report

The city is required to submit an annual report to IDEM every 2 years. The report provides a summary of the City’s Stormwater program in meeting its permit requirements. The 2012 annual report was submitted to IDEM in October 2012.


SOUTHERN INDIANA STORMWATER ADVISORY COMMITTEE (SISWAC)

The Jeffersonville MS4 is a member of the Southern Indiana Stormwater Advisory Committee (SISWAC), a partnership of Southern Indiana MS4 communities working together to promote stormwater quality in a consistent and cost-effective cooperative effort in public outreach and education, public participation, and construction site erosion control training.  Quarterly meetings rotate among the member communities and are open to the public.  Visit our website for the 2013 schedule and other activities and information.

 

CLARK COUNTY SOIL & WATER CONSERVATION DISTRICT (SWCD)

The Jeffersonville MS4 partners with the Clark County Soil and Water Conservation District (SWCD) to implement public outreach and education, public participation, and construction site erosion control inspections and training.   The SWCD provides numerous educational publications on stormwater runoff, watersheds, and backyard conservation, as well as providing educational programs in local schools and at the Clark County 4-H Fair.

During its July 19, 2011 meeting, the Jeffersonville Drainage Board Approved an appropriation of $5,000 for a Residential Rain Garden Incentive Program for Jeffersonville residents. Through an application and agreement process, residents can qualify for up to $250 to help pay for the development of a rain garden on their property.

By participating in the incentive program, residents agree to utilize plants appropriate for rain gardens and acceptable to the city, permit the use of the rain garden for promotion purposes (such as photos or videos) and agree to maintain the garden for a minimum of three years.

The city’s Rain Garden Manual (published below) provides assistance in design and cost estimates. Stormwater Coordinator Bryan Wallace (812-285-6476) is also available to provide design assistance at no cost and will answer questions about the application and approval processes.
