Indiana Code 5-22-7 requires competitive bidding for purchases of more than $50,0000 unless designated as a special purchase pursuant to Indiana Code 5-22-10-1, et al. Under Indiana Code 5-22-7, quotes or bids must be awarded to the lowest and most responsive bidder. Indiana Code 5-22-6-1 exempts the purchase of professional services such as work performed by accountants, architects, engineers and lawyers. Indiana Code 5-22-1-2 states that competitive bidding is not required for purchases related to the operation of the city’s wastewater facilities.

The City may also award a contract for purchasing using the Request for Proposals procedure (RFP) set forth in Indiana Code 5-22-9-1. The Department of Redevelopment may dispose of real estate it has acquired by RFP pursuant to Indiana Code 36-7-14-22. The proposals will be evaluated and awarded on the factors set forth in the RFP. RFPs are published in the local newspaper and on this site.

For day-to-day routine purchases of supplies and equipment, most purchases are made by individual departments. All purchasing agreements or contractual agreements for supplies and equipment require approval by the Board of Public Works and Safety.
